According to the 2000 Census, 47 million people in the United States speak a language other than English at home. Given that over 100 languages are commonly spoken in the United States, it is often not possible to provide interpreting translation services. Half of these individuals report that they speak English less than “very well.” These individuals are considered to have limited English proficiency (LEP). That is, they are not able to speak, read, write, or understand the English language at a level that permits them to interact effectively for their needs.
